password protect printing

Greeting
we have windows 2003 server as AD/ print server - with some xp machines in a public library

we would like to do the following >> when a user try to print a document a popup message comes up asking for a password, > then one of the staff has to enter the password in order to print,

that should happen to every print job

any idea how i could do that ?
PS, its a panasonic Copier/printer DP 3520
