Password protect or Locking of Internet

I'm a new user to windows xp and am assisting a friend to configure their home edition on a new pentium 4, 1.8Gig, 256 ram.
Essentially it's for their business and they don't want their employees to have access to the internet.
Simple set up only 1 computer with a high speed connection (not cable).
I am familiar with setting up different users, with the Administrator having all priveleges of course. But on the secondary user either no access to the internet, or have it password protected.

Can someone give me a clue if this can be done and how ??

Other things to look at and research are using permissions to stop running browsers or email programs. Have a look at what you can manipulate via disabling certain services. Firewalls, Virus Scanners or even the Hosts file can be used to block access.
