Password change on Next Logon Problem.

I've set my IIS to "Basic Authentication" via their Active Directory acct. Works fine. But I can't get it so that a "User must change password at next Logon" from the browser. In Active Directory, the only thing that's checked for the user is "User must change password at next Logon"... so upon entering the website, shudn't there be a prompt asking to enter old and new/confirm password?? When I enter the credentials from the browser (like 3 cons. times), it gave me a "You are not authorized to access ..
