Partitioning HDD

If I want to create a partition on my hdd that shows up as an entirely new drive (e.g. partitioning so that it shows up as "F:") can I do it through Partition Magic, or only through fdisk?
 
Either would do, as a partition would always appear as a new drive letter. You can use Disk Management to assign the drive letter of choice to a partition (other than the boot partition).

If you have already allocated all the drive space to existing partitions, Partition Magic has the ability to shrink and existing partition so that you can create a new one, something fdisk cannot do.
