Partition route table PGN 9 - 32

CM 5.2.1 sp6

I'm very familar on how to use PGN 1 - 8 via time of day in the COR. How do I use PGN 9 - 32? The COR's only have an option for Time of day (PGN) 1 - 8. How do I enter routes in the PGN table 9 - 32?

When I do a list partition-route-table I get:
