Paradox 4.x app connecting to Sybase under Windows

We have a Paradox 4.x application that we currently use. To get it to run from windows 95, the user clicks an icon, the system re-boots into dos then it runs fine. I can get paradox to run under windows, but I can't seem to get the connection to Sybase to work. The TCPIP drivers are already loaded in Windows. Any suggestions?
