disconnect the paging system and use the butt set only in call mode to see if the noise comes from the IPO

If you don't have an isolation I would seriously suggest getting one. The Valcom VMT-2. The IP Office puts out a voltage that Valcom units don't like. We include them on every install using a page port, as Avaya docs advise.
