Paging Group on S8300 with 4620 Sets

We are having issues with Paging groups if we assign more than 18- 4620 sets in paging group on S8300. Does anyone else have this working, the system limit is 32. We can add all 24 sets, but when we page, some of the phone ~6 of them don't hear the entire page, they miss the first 5 seconds of the page.

Anyone else have or see this issue?
