The pagefiles.sys is your swap file.
If it is set to 'let windows handle it' it can grow larger but not smaller.
Adding more RAM may stop that, but it all depends what you are running on that server.
Better is to make it a fixed size, approx. 1.5 to 2.5 time RAM, but don't overdo it, 512 should do just fine.
If you have 2 physical harddisks, you can consider using 2 swapfiles, or just the one on the D: drive (if 2nd).
In that case, set the one on C: to fixed 2 MB.
