I'm new to Dreamweaver and I'm curious about the best way to approach a page layout that will accomodate different resolution and browsers?

I think the way I would do it would to do it at a resolutiuon of 800x600 as the miniumum. Most apply to this (excluding autofill sections) and if you have the time have a splash page that offers the choice once you have created as many versions as you need

Well, if you're using tables or divs, stick with percentages rather than absolute pixel dimensions to keep fluid. If you're really ambition, you can build different pages for different resolutions and look for an extension/script to load based on users resolution.
