Page Before Confusion (Print State)

Hi,
I am using Crystal 9.
Lets say I have three groups state and cities and parks I want to do this

State1
City1 (in same page as the state name)
park1
park2

City2 (should start in a new page)
park1
park2

City3 (should start in a new page)
park1
park2

State2 (should start in a new page)
City1 (should NOT start a new page)

and that's the problem. When I pass to a new group like state2, they city1 is going to a new page.

In formulas, under PrintState heading, there are formulas like GroupNumber, RecordSelection, GroupSelection formulas, do anybody know their explanation? maybe I need to use them to solve this problem, I don't know...
Little help would be appreciated.
 
Right click the state group and select section expert, and click the X2 next to the New Page Before and place:

not(onfirstrecord)

In the new page before formula area for the city group header, use:

{table.state} = previous({table.state})

Do not check the box for New Page Before.
