I have recieved an old packard bell PC that had to have a CD-Rom installed on it so I replaced it with a shelf CD-Rom now I cant get windows[98] To see it The BIOS shows it in the set up but when I go into my Computer it is not there I tried to go into the device manager to set it up there but this version of Windows Will not Lrt you access the divece manager How can I do this ? and IS a Gernic CD-Rom compatable with the Packard Bell

Haven't had any problem with PB Pentium 75 to 120 using other CD drives. Sounds as if the Win98 install is faulty if you can't get into Device Manager.
 
More than likely your Packard Bell has the "CyberTrio" program running. It is a security feature that can keep certain files and programs hidden. (such as system files - device manager etc.) I believe - if memory serves me - the program is accessed in control panel or Start-Programs. Where it can be switched off (set to normal?)
