Packaging Wizard & Access Runtime

As my user id indicates, I dabble a lot with Access which is to say I do not sell the various applications I develop. In addition to those I create for my place of employment, I do some things for non-profit organizations. Of course the problem for the non-profits is that they do always have Access. I use Access XP(2002) which was bundled with Office Professional, which isn't an issue at work since it is a company standard and on every machine, but not the Office Developers version.
All of this is to preface, is there a way to purchase/obtain the Access Runtime and Packaging Wizard without buying the full blown software? I would like to be able to help out a couple of organizations that do not Access. They aren't in a position to buy product (Access - they rely on the Professional bundle) soley to be able to run what I can give them. Nor, can I afford to buy the Developer version just to be able to provide free database applications to others.
Any thoughts, suggestions. etc.?

You can probably afford to buy an older version of the Developer's Edition on eBay. Office 2000 ODE is available for Buy It Now at $400.00. Office 97 ODE is currently at $90.00. I bought Office XP ODE Full version in 2003 for $450.00 - still in plastic, and there is one posted right now for $300.00 with 1 day left.

If you're not in a hurry and eBay doesn't scare you, it's a good alternative. I just make sure the seller is in my country, has a good rating, and isn't gouging me on shipping.
