Package in XP, comdlg32.dll will not start, system files trashed

I used the Package an Deployment Wizard, packaged software under Win98 with a manifest file and installed it on XP and Win98 machines with no problems. I changed my development machine to XP and now when I package the software and install it on a Win98 machine, the Win98 machines system files are trashed. The error is "comdlg32.dll will not start". I must reinstall 98 to get the OS running again. I've tried restoring the comdlg32.dll by extracting it from the CAB files but still a no-go. The comdlg32.dll is required for Crystal Reports. Am I doomed to use Win98?
