Package & Deployment Access 2000 w/Linked Tables

Question to all you gurus:

Is it possible using Access 2000 to package and deploy a simple database where the tables are linked to the server? I can package using Developers edition stand alone databases but don't know if possible where multiple users not having Access 2000 program can read/write data to the server mdb with run time versions. From what data I have gathered so far does not look possible??
