When we send out an advertisement, say for 7:30pm, the servers don't run the application until 8:30pm. Could this be to do with an issue with daylight savings ?
We are running SMS 2.0. And this occurs on all servers.

When you indicate a start time in an advertisement, what you are indicating is when the advertisement should be available, not when the package should be run. I think this is where your "7:30" time comes into play.
The advertised programs monitor (APM) is an agent on the client that looks for advertisements on the CAP on a schedule (perhaps every 240 minutes). If it detects an applicable advertisement, APM kicks off the advertised programs wizard (APW) which is the interface the customer sees (if it's not hidden). There is nothing in SMS that can remotely force the package to be run at a given time since the real functionality of SMS is a client issue. (You can force a package to run from the client side, however.) Thus, when a package is run is dependent upon the cycle time of the APM. This is where your "8:30" time comes into play.
SMS advertisements are a bit like newspaper ads: you can deliver the paper at 5AM, but you can't force the person to read it at that time. The person's own schedule dictates when the paper will be read. And they won't see it if they're not home either.
