P3P with Apache

Hello,
I have to get my HTML pages to use a P3P privacy policy. I have the policy working fine with my Perl scripts, but now I have to do it with my HTML (I am looking to do something global to handle all instances). I found two sets of instructions on the internet. One said, put it in a special directory and you will not have to do anything. That did not work. I tried creating a .htaccess file and that did not work. I have seen some things about using it in Apache, but I am not very comfortable with configuration files. Any help would be appreciated. Thanks.
