OWA FormBased Auth HELP

I am having a problem. I have FBA enable so we can get around the popup logon. But now i get the popup login first then once i log in i get the form based login. How do i fix the popup login from not coming up?

Have you made any changes to the permissions on your OWA server? Either in IIS or the exchange folder?

No changes. Any permissions i should look for?

Turn off Windows Authentication if it's enabled on the exchweb and public folders in IIS Admin.
