OWA Change Password Problem 1

OWA Password Changing
SSL is configured and running
Certificate is being issued


When I try to change password I get the following message
"Either the password is too short or password uniqueness restrictions have not been met"
All the data I input to change the password is correct and the new password DOES greatly exceed my minimum requirements.
What could be the problem

I was trying to let passwords be changed through OWA immediately after the mailbox/user was created. So it was the one day thing. Thanks for the help
