OWA and special characters

Everytime I get an email message with a "&" or a "..." in the subject line, OWA says "Page Cannot Be Displayed". I have read the KB article Q247466 where special characters are not resolved if the are typed in the URL and the resolution is to select the email from the inbox in OWA. This article does not totally apply since we are selecting email from the inbox. Has anyone else come across this issue when selecting email from the inbox in OWA? We are running Exchange 2000 sp2 in a testing environment using Windows Authentication. Any help would be appreciated as we are beginning to roll out Exchange.
