OWA and AD together

I have a 5.5 server on a 4.0 box set up as a BDC. I just upgraded the PDC to 2000. Exchange and Outlook are working fine but only administrators can get through to OWA. Everything worked perfectly prior to the upgrade. I have read that allowing log on locally access would fix this but the exchnage machine is a BDC so there is no local user manager to work with. Are there any other settings that will work? Will upgrading the exchange server (OS not exchange itself) to 2000 work. Unfortuately I will not be able to sell an exchange upgrade to Management so this is not an option.

I figured it out being a BDC had no bearing for future reference and those who run into the same issue after an upgrade and like me draw a blank on 4.0 user mangement:

1) on PDC create a group i.e. OWA
2) add people you want access to the OWA group
3) Syncronize the domain
4) on Exchange in User Managers for Domain Policies->User Rights select log on Locally from drop down
5) add OWA group

Problem solved.
