overlaying title on video

i just went through the steps and found out how to make a title. but i want to the title to be on the video, while it's playing. how do i do that? i have ver 7.0
 
Sort by date Sort by votes
Place the title on a video line that is higher than the video itself

Example:

Video 2 = Title (scrolling or fixed)
Video 1 = Video clips
