output params.(via hyperlink) get crappy text (non-english chars)

I have a report, where as an option, results may be sent to a web-page (asp or php) for further processing.
My problem is (I live in Sweden,using Swedish characters) that som characters come out wrong when they are sent.
I have tried to set proper codepage at the ASP-server extension (IIS, Windows 2000 Server, all SP and patches), I have set proper codepage in all .asp-files.
But, nothing seem to help.
Anyone have a suggestion, I would be very grateful
