outlook web access

I am tring to give access to a few users though OWA for them to check mail on the road or at home. When you try to login it gives an error that user does not have access to this resouce. Could anyone give me any insight on this? I have tried to look it up at microsoft but don't seem to be getting the right info back.

Make sure they have logon local rights.
