Outlook running slow

My exchange server died. It was dual 300 512 ram Nt 4.0 sp6a with exchange 5.5 sp3. I use exmerge to save the mail and contacts. the new server is dual 300 512 ram 2000 advanced server sp2 exchange 5.5 sp3. active directory.
it takes 15min to display the list of messages and for the last hour it has been udateing my server side rules. the Processer usage on the server does not go over 45% memory does not go over 256mb

Any Ideas?

Its possible that this could be a tcp versus netbios issue, try ticking the box on your servers adapter wins tab - use netbios over tcp. By default 2k uses tcp.
