Outlook running slow access T1 to Exchange 2000 SP3

I am running an Exchange 2000 SP3 server on Windows 2000 SP3. When triing to access the Exchange mailboxes access our T1 lines it take 2 to 5 minutes to open Outlook. Also triing to do anything in Outlook like checking for mail takes a long time. A synchronizing message keeps coming up. Outlook Web works great. On the servers local network the Outlook speeds are great as well.

Any help would be great...
