Outlook Rules Problem

I have only one rule in Outlook 2002 and it will only run manually - it doesn't work when email arrives.

I'm trying to forward an email with "xxx" as the subject to someone internally. I followed the wizard, didn't add any exceptions. Here's the rule:

Apply the rule after the message arrives
with xxx in the subject
forward to <person>

Any idea as to why this is happening - or isn't happening, to be precise!
