In the older Outlook and Exchange verisons, you had to have the outlook client open for the rules to process.

In newer releases, I believe there are server side rules. Would these get processed even if your Outlook client was not open? Or does "server side" refer to the fact that the rule lives on the Exchange server, and would follow the user to any workstation they may use?

The Server side rules are stored on the Exchange server. If the user profile is recreated then they will follow the user and not be lost. Client side rules require that Outlook be running.
There are a few rules that can be set on the server, such as forwarding address. We use this option from time to time as we have disabled 'autoforward' via a Outlook rule.
