outlook rule not working

I have created a rule for 2 of our users.
User 1 has a mailbox called "applications" as well as his own, and it is on this mailbox that I have created the rule.
The rule is that any messages sent to "applications" are to be forwarded to user 2.
I fear it is not working.
The message arrives in the applications inbox and sits there. At some point over an 8 day period it may, or may not (!) forward to user 2.
If I get user 1 to proactively run the rule on all messages, it works.
If I rely on it to just do its own thing it doesn't.
Any ideas?
My users don't believe that Outlook has these little quirks, they are convinced that I'm at fault, and I'm beginning to believe them!

Hi Lynne,

I have the same problem in Outlook 2002 running on Windows XP. The rule was working consistently up until a couple/few weeks ago. Now, it sometimes works and puts some of the new mail in the appropriate folders. To get the rest of the mail to file I have to go to the Inbox and run the Rules Wizard manually. I've been searching the MS Knowledge Base for a resolution but haven't found anything yet. Anyone know how to resolve this?
 
I have the same problem and, unfortunately, I'm also looking for an answer. Mainly all of my rules work fine and have been for many months now. Only the rules that have mail being forwarded (which are only 1 or 2) will experience this inconsistent behavior. I will get 1 or 2 e-mails forwarded then the rest will just sit there. Only after restarting Outlook will it work again. Again, only e-mail forwarding rules (that is, e-mail being forwarded to another e-mail address) suffer from this. All of my other rules simply place e-mail into other folders and I can't remember when those have EVER failed.
