Outlook Read and Sent Receipts Notification Question

Is there a way in Outlook to have a silent read and sent notification that does not require the recipient to say yes to the notification message when they receive the email? Reason I'm asking is because if they deny the notification message, you aren't sent back whether or when they received your message or when they read it.

To reply to a "read receipt" is the receivers choice plain and simple.
