Outlook Permission Denied

We have just setup outlook on a new users machine. After setting it up we continue to get permission denied errors whenever trying to send, read, etc...

The user is part of the administrators group so I am having a hard time understanding this. It is the first time I have run into it.

If anybody has run into this your help would be greatly appreciated.
