outlook.ost in use problems

I have a user here that is running Win XP SP1, with Office 2003. We have Exchange 2000 SP3. When I go to Tools->Options->Mail Setup->E-Mail Accounts and try and change Microsoft Exchange Server Account->More Settings->Advanced->Offline Folder File Settings, I click the button "Offline Folder File Settings" and he gets the error "Outlook.OST is in use and could not be accessed. Please close any program accessing this file." What is going on?
