Outlook message time

If a message is being sent from a different time zone...when I receive the message will it have MY current time or the SENDER'S time.

Currently I've received a message from a time zone that is 2 hours behind. I sent original message at 10:00 a.m. Response came back at 12:10 & I replied at 10:15. I don't understand the 2 hour difference in the 12:10 time, since the sender is BEHIND my time?!?!?!?
