Outlook mail stuck in Outbox on 2003 Terminal Server

Anyone seen an issue where a user who is responsible for monitering someone elses mail logs onto a Win2003 Terminal Server as this user.

Opens Outlook and creates a mail and trys to send it, but it sticks in the Outbox and errors with an 'unknown error 0x80040119'

a search reveals poss corrupted *.PST files

but the user is accessing an Exchange 5.5 mailbox from a dedicated Exchange box

the mail goes ok for the monitered user themselves when they logon to the terminal server as themselves

but when someone else logs on as them the person that done it gets this issue.

There is not enough information about your environment. Does everyone use TS to access their mail?
Are the workstations thin client TS workstations?
Do users ever access Outlook on their workstations rather than TS?
Is the person monitoring loggin onto a "standard" XP/2000/NT workstation and then TS to the monitored persons mailbox?

The error is typical of a pst corruption, but as you're using exchange I would first look at the permissions applied to the monitored user's mailbox. There's a very important one called "Send on behalf of" which you can grant to users. This is sometimes missed.
 
The users are typically Thick Clients logging onto thier machines and accessing their local Outlook from an Exchange mailbox.

There are Citrix and TS users (the Citrix users are Dumb Terminals and the TS users are Thick Client workstations, tho the dumb terminals are not anything to do with this)

it is two thick clients, one using RDP onto a Terminal Server/Citrix Server (it is licensed for both) to access another (managers) email

They have send on behalf rights, even have had admin rights to the managers mailbox just incase.

They have the managers mailbox as a second mailbox in their local Folder List with thier own now.

but don't want this as an option tho (go figure!)
