Outlook Launches VPN Connection

I have no idea what one of my users did but for some reason, any time he launches Outlook or attempts to contact the exchange server, it automatically launches his only VPN connection. I've looked at everything and can't figure out why it's doing this. Is there somewhere in the local mail properties that tells Outlook to launch a specific network connection? Thanks.

In tools/options mail setup. most VPNS are considered the same as dialup sessions and outlook is probably set to always use an existing dial-up session.

This is one of the things that I looked at. The option is set to "Warn before switching an existing dial-up connection.
