Outlook keeps other programs from loading in XP

we have Windows XP and Office XP on 2 computers in my office when you log on to one of these computers everything will load fine untill you open outlook. after checking e-mail and closing outlook anything else you try to open by clicking on its Icon (Frame Files mostly) will not open. if you go into the task manager and end the OUTLOOK.EXE Prosses all the files that you have clicked on will start to open. (also if you shut down all the files will start opening before the computer logs out of windows) I have updated both Windows and Office and still have no luck. can anyone tell me what is going on here? we do not have this problem on and other computers (2000/Office XP)

When Messenger is removed using some of the popular uninstall methods, there is one registry key left behind that causes Outlook and Outlook Express to take a long time to load. On some computers, this may be accompanied by an entry in the error log saying "The server {FB7199AB-79BF-11D2-8D94-0000F875C541} did not register with DCOM within the required timeout"

To fix this, start REGEDIT.EXE and navigate to the key:
HKEY_CLASSES_ROOT\CLSID\{FB7199AB-79BF-11d2-8D94-0000F875C541}
You can also do a search for this key to get there easily.

In this key, you will find the keys InProc32 and LocalServer32. In both of these keys, there is a default key. Change the default key to a empty string. Reboot your computer after making the change.


 
this did not work the string InProc32 was not there and under LocalServer32 the Default key value was C:\Progra~1\AIM\aim.exe (not msn messenger)I removed the value and left it empty as noted then reboot the computer and tried the programs again... the Outlook prosses dose not end after closing outlook ending the prosses manualy fixes the problem and everything will open fine untill the next time outlook is opend...
 
Your entries do not point to the Outlook handler at all if there is any empty or no value for InPrc32.

Control Panel, Add/Remove Programs, repair the Outlook installation.

Then head to the Microsoft site to update your version of Office:
Be certain you have Service Pack 1 or 1a installed. If you have done a system restore operation or in-place repair or upgrade you need to go to the Windows Update site and re-install Service Pack 1.
