Outlook form: How to remove signature?

I am trying to make an email template in Outlook.

When I try to create an email message from that template, it adds my signature to the top of the message.

How can I prevent that top signature from appearing?

Tools -> Options -> Mail Format, signature set to <none> doesn't work ??
