Outlook Form: enable the 'Insert File' button

I've customized the Outlook standard mail message to include couple more fields. First time I send the form out to the other colleagues, the 'Insert File' button which is the button to allow attach a file to the body of the message, become enabled or visible.

Once my colleagues received the Outlook form, if there're something that they'd like to modify the attached file and send it back with the form, they can't do it. Simply, this function disappears from the outlook standard toolbar after the form send out. How do I enable/en-visible it?

This is so annoying. Please help!
