Outlook Express receive same email twice?

Hi there,

We're using pop3/smtp mail system & regularly, we recieve the same email twice. The Sender/Receiver/Subject/Body are all identical, just observed that the message-id is slightly different.

Is that OE6 client problem or the mail server problem?
