Maybe it is an extremely long mail or a mail with special character sequences which cannot be completely delivered. The solution is probably to get it deleted at the server.
Do you have a virus checker scanning your incoming e-mail? Products such as Norton can cause this to happen. I had a similar issue and had to disable the e-mail checker portion in Norton and then mail began delivering normally. joegz

You'll keep downloading the same emails until you finally download all of them off of the server. I had that problem once and I just used the link matofthemint posted. You can view all your emails from there and delete the ones you don't want and then try Outlook again. It'll probably work after deleting all the junk.
It's possible that someone is sending you a big attachment and it times out before all of it downloads. You could call your ISP's tech support and have them delete it from their server or just do it from the link that was mentioned.
