Outlook Express & Identities

Have a Windows XP box with OE 6.0 and would like to use the Identities feature of Outlook Express. Here's the problem - when you logon as administrator you can see & access the Identities menu option under the File menu, but when you logon as a another user the Identities menu option is not present. I have even given the other user administrative rights and the Identities option still does not appear.

Any suppestions on what's causing this?
