Outlook Express Accounts Not Registering Changes

I recently had a small problem with Outlook Express so I experimented with using Outlook for a time and set up all my email accounts in both applications. Now I've sorted the problem in OE I've gone back to using it full time and removed everything from Outlook but every time I change or add an email account in OE, after a reboot the settings are restored to what they were previously and I've lost all the changes I've made.

I've noticed that Nortons still references all the Outlook accounts and the OE accounts but I'm manually configuring them in OE in any case so I don't think this should be the root of the problem.

Is this an OE problem, a NAV problem or some sort of bug in the registry? I'm using XP Home Edition with OE 6.0 and NAV 2001.
