Outlook/Exchange Problem ********PLEASE HELP**********

I have implemented Exchange 2000 Server (SP3). Exchange is only being used for public folders right now. All email is still using an external POP3 server. Since the implementation when a user goes to there sent items and double clicks on a message they have already sent, and wants to send it again, they are having a problem resending. Once they double click on the message to open it, they click on Actions and then Resend message. When they do this and try to resend it they get the following error message:

You do not have the permissions to send the message on behalf of the specific user.

Any help would be greatly appreciated.

when you click on resend - remove everything from the FROM field in outlook.
