Outlook Custom Message Form

I've modified the default Outlook 2003 message form to validate that employees enter a valid job number in the subject line of each e-mail. The problem is, when they don't, the alert box that comes up pops up BEHIND the message they're typing and the Outlook button doesn't flash to let them know it needs attention. They can't minimize the message window, they have to Alt-Tab to the Outlook window, close the alert box, then re-enter the Subject line.

Anyone know a way to force this alert to pop up in front of the message instead of behind it?
