Outlook Contacts aren't consistent

I have a user who has 262 Contacts in his Outlook Contacts. If I give his secretary Publishing Editor rights (or any rights for that matter), she can only see 61. I can't see anything that is different about the remaining 201 contacts. They aren't in different categories, aren't marked as private, etc. I don't see that she has them filtered in any way, or is using a different view that would eliminate some of these. I thought the list might be corrupted, so I made a new "FixedContacts" and copied all these contacts to the new list with the same result.

Do any of you have any ideas? She can see the inbox and calendar with no problem.

Also, other users can see all contacts. I have added permission for a different user for that same contact list and she can see them all with no problem.

What version of Outlook? And are both using the same version?

Both are using Outlook 2000, updated with the most current fixes and service packs.

Might sound silly but did you try to go to View > Current View > By Phone list? This will give you an excel looking kinda of list, do you see them all then?

I did some searching on Friday regarding this and could not find any documentation.

And you are positive there are no categories assigned to them or they are not set to private?? I realize you said there werent but I'm all out of ideas if that is not the case. Will try to find more now that I know which version we are working with.. but make no promises.

I have looked at all the available views and still get the same number of Contacts -- not the full list.

I have double-checked and nothing is set to private. Like you, I am all out of ideas.

I do think that this is associated with the secretary's Outlook and not the boss' Outlook. Originally, I had thought that it was on his end -- even a corrupted address list. However, since I can see it at different desks or addresses, I now think it is her. If I can login as secretary elsewhere and get the addresses, I may just reinstall her Outlook.

The available documentation on this issue is wonderful, isn't it?
