OUTLOOK - CAN'T OPEN THIS ITEM

I've moved our compnay users from an Outlook Internet Mail service to an Outlook MS Exchange mail system. All is well except a percentage of the (internet mail) will not open. The message displayed is 'Can't open this item. Operation failed.' I've reinsatlled Office 2003 twice without any joy. Any suggestions!
