Outlook appointment appears as email

in Outlook 2000, I create a new appointment.
On attendee availability, I enter the users name(which is an outside email address , but i've set it up on our GAL),set the time for the appointment and send it off.
When it reaches the other user Outlook, it only arrives as an email, as opposed to a meetting invatation.

It being outside our exchange server and on it's own company's exchange causing this???
Is there a way to send a meeting request between diffrent two diffrent systems??
