Outlook 98 installed turned-off personal favorites menu 1

I recently installed Outlook 98 as an upgrade to Outlook 97. After doing this the, the personal favorites menu was no longer accessible via EI explorer or via Favorites from the start button in Windows XP.

How do I get windows and IE to recognize the personal favorites menu again?
