Outlook 97 and Windows 2000 (Permissions)

We are in the process of upgrading all our workstations to Windows 2000. All our existing programs are working fine except Outlook. I installed Outlook under the administrator login. I then logged in as a user (on our domain) with his rights being a Restricted user on the local machine and Domain User rights on the domain and I receive the error "The program is not registered properly, please run setup again. You don't have the appropriate permission to perform the operation" If I change the permissions of the user to "Power User" on the local machine.Outlook runs fine. So can I modify the restricted users permissions to run Outlook or what do you think I need to do? I tried to change the permissions on the outlook executable and that has NO effect. Any help would be greatly appreciated.

I went through the same thing. I ended up making all users Power Users, just so long as they couldn't install programs, I was happy.
