Outlook 2007 Rules not working

I upraged from Office 2003 to office 2007 and my rules will not run in outlook 2007 anymore. the error is the basic "unable to move to folder" message.

i have deleted and recreated all my rules, created a new .pst folder, edited rules and unchecked the "on this machine only" and i still can not get outlook to run rules.

any ideas?
